Eligibility requirements are:

1. Legal United States resident
   
   
2. Texas resident
   
   
3. An applicant must be a high school senior entering the first year of college.
   
   
4. An applicant must be of Mexican-American descent.
   
   
5. Applications accepted from all academic levels.
   
   
6. Winners must be able to meet with the Vikki Carr Scholarship Foundation Committee on the second Saturday of May.
